So I need some help on some fluff I'm working on, is there any army who is not allowed or would ally themselves with another race's army or be able to make a truce with?

So are you asking if there are armies that can't ally with other armies? Or are you asking if there are armies of one race that would ally with a different race? Sorry but this is very awkwardly worded.

In any case check the allies chart and that will tell you.

It all depends on how you define 'ally' and how you expect the scenario to play out. I can see literally any two factions in the 40K setting putting aside their differences temporarily in the face of a common foe. Even the Tyranid hive mind could, under the right circumstances, form an 'alliance' with Orks (purely as an example) against the Imperial Guard if, in the hive minds predictions of events, this left the Tyranids in a better position that attempting to fight both enemies itself.

Say the Tyranids are ravaging a planet, and are faced with solid Imperial resistance. Then an ork warband, seeing a good scrap going on, decides to get involved. They land forces near and Imperial strongpoint and set about fighting everyone. The Tyranids see that, if the Orks are allowed to throw themselves at the Imperial defences, the Orks will be destroyed and the Imperials weakened (or vice versa) leaving the survivor an easier victim for the Tyranids. So the Tyranids pull back their forces near the Orks, allowing the Orks to get to work.

This could be one definition of an 'alliance'.

Oh, well in that case pretty much no-one. You could maybe say the Tau, as they are an empire consisting of Tau themselves, as well as Kroot, Humans, Vespid and others. But that isn't really two races living peacefully side by side, as several races welded into one empire under control of the Tau.
