As I am a sucker for fluff armies I kind of let them influence my list building, but which one of these do you guys think is going to be more competitive as a take on all comers army.

I am not interested in changing these lists at all. I am just wondering which one do you think will do better to take on all comers, (primarily, Necrons (without flier spam), Dark Angels, and Dark Eldar. But I want to be prepared for anything without have to change my list before game)

This might be better in the 40k lists section.

Of the two lists the SM seems more competitive. vulkan is a very powerful HQ and his army upgrade is just sweet. I would suggest a few minor changes like missle launchers for the Scouts and Tactical squads but not much else. Multimeltas are also another good option for the tactical squads too.
The Tyranid list needs work which could pull it away from the fluff army you had envisioned. I would recommend dropping several things and changing some around to be a more competitive army.

Canifex Quote: I love Rhinos. They are crunchy on the outside, and soft and chewy on the inside.

SM list hands down. The nid list needs to many tweaks even with out doing major unit overhauls. Just swaping the HVC for the Stranglethorn, will save 5 point and be a better weapon choice and keep the list flavor.

You might consider switching some things around in the tyranid list. Tervigons to spawn gaunts. Genestealers. Maybe more fast attack.

The marine list looks good. If your playing against weak infantry (guard for example) maybe you run a whirlwind or two.
