For Kromac if he takes damage and I transfer it to a warbeast can he still transform into his beast form?

I don't have the rules in front of me but I believe he can. Typhon, the legion character beast has an animus that functions similarly when cast on the warlock.

See I thought that since you transfer the damage you wouldn't take it and then you don't get the beast out..... but im still new to kromac so i dunno

Ok, the key words in switching to beast form, after being attacked, are when Kromac "suffers damage". If you look through the rulebook at the transfer rules you will see it says that a warlock is still considered to have suffered damage even if it has been transfered.
