I would say harder. Fiddly little details are enlarged, yes, but the scale allows for new fiddly details that were previously glossed over to be added. Even if the sculpt stays relatively clean and simple, with everything enlarged, you're forced to go through double the color transitions to get a comparably smooth gradient, if layering. The extra surface area means that the eye is less likely to "fill in the gaps" as readily as it will at 28mm. Whereas a basecoat>wash>edgeline may have actually provided a reasonably smooth transition on one part of a smaller model, before, now you'll have to paint in "no man's land" or you'll be left with glaring sections of flat color.
Granted, this all assumes a reasonably high baseline standard, but I also imagine Inquisitor minis being painted are rarely being tackled by amateurs. While this isn't necessarily true, it might be indicative of the scale of the models lending itself to a more... painterly touch.
