Right now my meta is coming down on the side that Hurricane Bolters can't benefit from the Banner of Devastation until a FAQ claims otherwise. Usually instead of trying to make a stand and come across poorly I adjust my strategy. In this instance is the Crusader still the better bet or is the standard TW LC Landraider viable? My list is looking light on AT as well so the lascannons seem like they would be useful esp since I can still be mobile and use POTMS to still fire. Thoughts?

Classic Phobos Pattern Landraider with Godhammer lascannons is good tank and a versatile choice. But as with all versatile things, it can serve many purposes, and has to be used to it's maximum potential to pay off (it's expensive transport and expensive tank. it will pay off only if used as both, tank and transport). With its potent twinlinked lascannons it can kill tanks across the board while being away from enemy melta... on the other hand to be useful as transport you have to move towards enemy. and don't really use advantage of Lascannons superrior range. It can ferry Terminators, but only 5 models, so no Belial with command squads, and it is not excellent at supporting disembarking troops either.

Land Raider Redeemer appears attractive as anti-horde machine with 6 terminator capacity and multimelta for added anti-tank.

My first suggestion is to argue the case for the hurricane bolter.

"Codex DA models treat boltguns as 2/4".
"A hurricane bolter consists of 3 twin linked boltguns"

Note it doesn't say "fires as" or "fires like" it is "consists of" it's literally 3 boltguns and boltguns are affected.

If they wont go for it then it sucks, cos it's the most logical reading of it.... but I'd still use crusaders just without the banner, or a vanilla raider if you need more AV and can spare the transport capacity. All depends on your list and who you're facing. Without the banner it's still good, just better with.

Edit: if you're low on Anti tank stuff take the vanilla raider, it's fine. The best things about the crusader are the capacity and the frag assault launchers. If you aren't in need of an 8 termie squad charging via the vehicle it's unnecessary. Which changes it to a choice of weapons. If you need anti tank I'd take the raider. I like moving them 6-12 with the POTMS it's amazing, and rerolls for snap shots, still viable if you require what it can do, definitely.

The banner absolutely affects hurricane bolters. It's just silly to argue otherwise.
