Can the classic haemonculi coven with plenty of wracks and grotesques and war engines be good in 6th ed?

Why not. I'd add one or two Beastmaster units for cc goodness. Wracks and Grotesques can be very durable. Not sure about War Engines/Taloi since you need some anti-armor in the form of Ravagers or flyers.

Yeah I was planning on something along these lines:
HQ's
Haemonculi w/ liquifier
Haemonculi w/ liquifier
(2 separate units for the double force org)
Troops
6x 10 Wracks w/ liquifier in a raider
Fast Attack
5 Beastmasters w/ Razorflocks
Heavy Support
4x Ravager
Voidraven w/ 4 monoscythe missiles
That should be around 2k

This would certainly be a starting point. Wracks and Grotesques are costly money-wise. So I would go step by step playing some games at smaller pt games.

Haemonculi can still do well; grotesques benefit a lot from the new fnp rules. I play mine with an eldar detachment to get 4++ saves. Its an army type that people don't usually come up against, so it means that many people don't know what to do against it. My tactics now are, how much S10 do you have? Well that's too bad, and then march up the board.
Talos are not hugely survivable, but T7 makes quite a difference against S5-8 weapons, combined with cover saves can take away even more fire power away from the rest of your army.

They're no slower than the rest of the coven army, fit the theme for covens, can be put in WWP and are good for taking fire away from the rest of your army. Ravagers can be destroyed in one hit, and outside of that can have hull points torn away like paper, so they're no more survivable. DE fliers are expensive for what they can actually do and have weak armour.
So its certainly not so dry cut that you can just say "better spent elsewhere"

Here in New England a Dark Eldar list anchored by a big squad of Grotesques with Urien and the Baron attached has been doing very well at some big tournaments lately:

How so? The Fire Dragons are really there mostly to shoot down enemy flyers. The BS5, Tank Hunter, Crack Shot combo on the Quad Gun is brutal. The Voidraven, the Ravagers and the Grotesques do most of the antitank work.
The grotesque deathstar is particularly nasty, as with Urien they have S6 and start with 3 pain tokens, and the Baron gives them Hit & Run which only fails on a 6. And between the Aberration, the Baron, and Urien you have three good options for different types of challenges.

I'm a victim of quick reading agian and didn't see the quad-gun. Also having only tried with Kabalite DE before I'm sort of zoned into the mentality that darklight kills tanks. With all that in mind, I can see it doing well. Did he play against a mech-guard army with it?

I don't know. Manticores are an obvious possible counter to the Grotesques, of course, but then, any S10 shooty unit is likely to be priority #1 for the Ravagers and Voidraven. Even the Quad gun, potentially, as being up on the Bastion it has great sightlines, and the Exarch's tank hunter and power to negate cover saves could be helpful here too.

I don't like that fact that I have to bring Raiders or Venoms in a Haemie list...
I wished they released an individual vehicle for each Dark Eldar Faction...
Venoms for Wyches
Raiders for Warriors
Some organic vehicle for Haemies
