The first option is the best way to reflect an alpha legion force.

Though I'd have a Count-As Huron in there, too, as your Warlord. Just so you can infiltrate D3 units.

You want to take your dark apostles with cultists, plus a few regular csm squads in rhinos. Maybe a few support vehicles too. Probably more along option 2 in my opinion. If you want to reflect the actual alpha legion chaos space marines then type 1 is better. Type two is more for a recent heresy or uprising, which I like the fluff better for.

Instead of Cultists, I was toying with the idea of having IG allies. Better equipped and the same price for the most part, with better upgrades and whatnot.
