I was thinking that Menendez caused the death of his sister through his own actions. While he blames the US for causing her death, the only reason she died was because they sent the special forces to capture him, and the Panamanians did not capture him as they were supposed to, combined with the reactions of one of the soldiers he tortured. Woods had a moment of temporary insanity on seeing Menendez. If Menendez had never tortured Woods, than he never would have had the reaction that would have caused him to throw the genade. Menendez spent decades blaming the US for killing his sister, when it never would have happened if he hadn't been evil in the first place.
Maybe as a Capitalist I'm biased, but I also see the other side of the argument.
