OK so I stepped up and finally went out and spent the money to get stared with warhammer and got the Dark Vengeance box, I my self will be starting off with the Chaos Space Marines instead of the Orcs that I originally was going to invest in buying. I deffinetly have to expand my army though is there any good suggestions on expanding the army and making it a good army that can be effective and win battles but staying on the lower end of price as I do not have a lot of money currently to work with buying a expensive army.

Here is what I did to save some money when I started with CSM as my 2nd army.

The big key is to do minor conversions on the Dark Angles to use as CSM. It works decently with fluff since 1/2 of the DA became the Fallen, turning away from the chapter. Also getting some gun bits will help make it legal (but you could just proxy guns with paint jobs or something). Also get some modeling clay for conversions (green stuff)

-Use one Tactical squad as a basic ranged CSM objective holder squad (with plasma gun and maybe lascannon proxy)
-Add random heavy weapons onto the deathwing terminators with greenstuff, makes them look like Obliterators (which are always good)
-Cut the wings off the bikes and add spikes to make CSM bikers (nurgle Bikers are pretty nice)
-Paint the libby your colors and use him as a ~lvl3 sorceror, and use the CSM Lord as whoever (I really like Kharn)
-Don't worry about the weapon options on the cultists, just throw them into one big squad, and with a CC Lord (like Kharn) they become a very scary unit.

I like having the potential models a lot so I got a second box, sold the book, and used the rest for extra Termies, converted Plauge Marines, and cut off the tactical's Plasma's cannon and threw it on the second hellbrute.

The other cheap way of starting is checking ebay often. People may be looking to 'get rid' or switch their army so they might just sell their whole army for a big discount just to get some money back.
