Its situational. I like to go into my fights with codex powers picked out but ready to switch given the situation.
One example is in "Big Guns Never Tire". If we draw that mission I'm almost certainly rolling on the divination table and sticking my Rune Priest with the Long Fangs to hold the "home objective".
Not only will he increase their killiness in that case, but he'll also increase their survivability giving the normal Grey Hunters home objective holder the ability to push forward with the rest of the gang.
I think you need to look at each scenario independently and determine what would be most useful.
S7 spam (living lightning) isn't terribly useful if your opponent doesn't have any 10/11/12 armor.
Jaws of the World Wolf isn't terribly useful if your opponents entire army is I5.
Murderours Hurricane isn't really useful if your opponent is going to avoid combat like the plague.
