Atlanta 40K Series allows Heresy Lists in their normal tournaments. Might not be what you are looking for though.

The Battlegrounds 40k Doubles in Abington, MA last weekend allowed them. They are usually pretty conservative about what they allow in singles events, but get a bit more open in doubles.
