Afternoon Dakka.
Im going to be running a little tournament among my friends and I am imposing a few restrictions on units etc, so I wanted Dakka's opinions and advice to see if they were fair and indeed made sense.
Its just for a bit of fun, there may be a prize like a few beers for the winner or somesuch. Despite it being for fun, we all tend to get quite competitive with each other, so I would like this to be as fair and balanced as I can make it.
The armies involved are Necrons, Tau, Black Templars, Space Marines and my Dark Angels. The points limit is 500 each (its going to be a one day affair.
The restrictions/rules ive been toying with are:
No special/named characters
No 2+ armour save units
No AV13+
No Flyers
No Fortifications
We will just use the standard FOC, so its still 1 HQ and 2 Troops minimum.
Does this seem reasonable? Does it affect any of the armies more than others?

I would change it to the following:
No Armor Value that adds up to 56+
No Flyers
No Special Characters
Only one compulsory Troop
Limit all other FOC to a max of two
Play games on a 4x4 board
Be aware though that at that point level IG and Dark Eldar are ridiculously powerful.

At 500 points, I see a lot of people chop off the 1 HQ 2 Troop thing and just go with the troop restriction. Not sure why, someone explained it to me once and I think he mentioned that it was because some armies HQ's are really expensive (even generic) so it becomes hard to make a decent army at 500 points.
People also tend to limit Special Characters, so that's good. No flyers (since you are also taking out fortifications) also seems like a decent idea, it doesn't handicap anyone.
2+ saves aren't incredibly hard to get past at 500 points to be honest, especially since most units that get 2+ saves are either expensive (so they eat up all your points), upgraded HQ's (again, a single model that eats up a ton of points), or elites (so you have limited other models). So I don't see a problem with those.
Other than that, your list seems pretty good. So does Mohoc's, but I can't think of a situation where you can get 56+ Armor Values (14/14/14 still adds up to only 42)...

No 2+ save sounds to me like you see other armies, and insted of adapting you are banning things you dont want to handle. Most of the others i can handle, although no av 13 it sucks to be necrons and tau, and come to think of it space marines (preds). No flyers seems fair but i'd let special characters, but maybe have a cap on points spent on HQ's. 180pts tops?
No fortifications seems a bit power armoured favoured. Maybe just say that any fortifications cannot have any guns. That would be fair if the tau want to do a gunline.

From the looks of it, the only armies that will actually be used ARE power armored armies. There are Necrons though....

I would like to recommend that you try the 2013 Combat Patrol restrictions from Adepticon. These guys put on about the biggest and the best 40k event in the US, so they tend to know what they're doing:

That was a typo. It should be 35... so you can take something that is 13/11/10

At that points level, no 2+ is there for the same reason as vehicle armour is limited... it's too hard for some codexes to make a reasonable army that can deal with it without being designed specifically for dealing with it.
Limiting the more hard to kill stuff makes for a more fun game for everyone at small points limits.

I actually really like those rules. 400 points makes it tough to fit in a particularly powerful unit. Id still remove the Flyers though, personally. Purely because at that level, I can still field my Nephilim, and my Necron playing friend could switch to his Orks and bring a Dakka Jet. And at 400 points, theres not really anything our friends would have to deal with them. Not at all. I can easily handle 2+ saves with some DW with TH/ SS or a Plasma Cannon. Or a Pred. Or a number of other options. And I bring plasma in my Tac squads. But not all my friends have units that can handle 2+ at 500 points.
