I know this is kind of an open ended topic, but seeing what people run against the new DA. No flyers on either side (for me and my friend at least)

Recommendations, suggestions, ideas, etc.

Anything really may help for my next battle or give me some insight

All of his hqs except PA and bike command squads as well as techmarines, have fearless and preferred enemy (CSM) which is transferred to any squad they join.

Take units with a high toughness and / or decent invulnerable saves. I run Thousand Sons so I have access to 4+ invulnerable saves onmy troops and I carry that theme throughout my army.

Have you tried helldrakes? They are hell on units with wheels. (ravenwing)

I've had a lot of luck running a slannesh power blob with abaddon and a bare bones ML3 sorc rolling on telepathy for the chance at invis or hallucination. a 3+/FNP is pretty good, but a 2+ cover through ANY terrain/FNP is better. Even with Deathwing that many attacks is hard to deal with and Abaddon keeps them fearless and soaks the challenges allowing you to run a power axe champ.

I don't run Helldrakes because he doesn't have any fliers, plus I don't have any.

If I knew I was playing CSM with no flyers I would bring a pure Deathwing army. Fearless and PE CSM army-wide.
Consequently I would probably bring either Abbadon and the squads that can take 4 special weapons and load them up with plasmaguns, oblits with MoN are awesome too, you can keep swapping between plasma cannon and plasmaguns.

Noise Marines are pretty deadly agaisnt Power Armour armies. Blast Masters and Doom Sirens are great at killing marines. Nosie Marines start to struggle with Terminator Armour, but that is what the rest of your army is for

Plague Marines are also obviously good, defensive grenades, poisoned attacks, t5, fnp, and 2 plasma guns at any unit size is just awesome.

I would recommend the appropriate flavor lord to make one of those types troops over Kharn. Fist+ Claw Nurgle Lord on a Bike rocking t6 and 5 attacks on the charge is pretty deadly. Cannot be doubled out by thunderhammers, 4++ invulnerable save, and a lot of either power fist or lightning claw attacks depending on the situation. He also lets you take Plague Marines as troops. You could also stick him in with your Nurgle Bikers, so he'll already have an entourage.

Know of any good conversions or other ideas to making noise marines, instead of buying the pack from GW?

Paint your models purple/pink. Instant noise marines!

For the blastmasters, just glue a gargoyle head to the heavy bolter that comes with the CSM kit. You may need to add a little putty to make it fit. Its not perfect, but its workable.

Best of all, its cheep

As labmouse said, the easiest thing to do is paint them purple and put gargoyle heads on the tip of their bolters. Interestingly enough, this works for Thousand Sons too! Some of these links are a tad more elaborate if you really want to get crazy, but the basic idea is the same.
