Can a model with Instinctual cast the same (0) Action or Spell twice? (On different targets)

I know a model may not be affected by the same effect more than once but wondering about casting. More specifically Kirai's (0) Soothe Spirit: Target friendly Spirit within 8" makes a Healing Flip.

A model with instinctual may use two different (0) actions during an activation.

What this means is that if you have 0 actions outside of your spells, you can use them with no issue. If you have 2 spells (such as Marcus) that are (0) actions, you have to make a choice as to which one you want to use. While both of them have different names, they both used via the cast action, so you can't do both at once.
