Some questions:

1. How common are Webway gates? Is there one on every world? Every system?

2. If a system lacks a Webway gate, do the Eldar just never go there ever?

3. How hard is it to find a Webway gate? How are they hidden?

4. Do the Eldar know how to expand the Webway, or are lost Webway gates just gone forever? Does that mean that finding and destroying a webway gate essentially just ends the Eldar threat locally?

5. What's the Imperium's reaction to finding a Gate? I know the Emperor was trying to get access to it, but is that a project that's ongoing, or would they just blow it up to stem the tide of elves?

1) Only the Eldar would know for sure. It is possible that any planet that was capable of supporting Eldar life had one, but many parts of the Web-way are damaged or inaccessible, so it stands to reason that many gates are likewise damaged or destroyed.

2) Their ships can navigate space as well, and seem to have means of entering and leaving the Web-way without there being a gate just floating there in space.

3) They're generally depicted as being out-of-phase with the rest of the region until activated or commanded by an Eldar with the capabilities to do so. In effect, they are both invisible and intangible.

4) Probably, but knowing how to do it and having the means to do it are two entirely different things. Destroying the local gate definitely puts a crimp in their plans.

5) Depends on who finds it. This is a matter that falls under the control of the Ordo Xenos of the Inquisition. What they do with it is their business.

It is best to be a pessimist. You are usually right and, when you're wrong, you're pleasantly surprised.

I was under the impression that psykers could sense or even see Webway gates. In any case, I believe that line Imperial forces would just blow up any Webway gate they come across unless the Inquisition told them not to.

Also, it would seem that the dark eldar at least has ways of opening up webways where they need it on a small scale.

Necrons also know how to navigate them.

Perhaps it has never been described that good intensionaly, it makes it easier for the writers. It would seem that navigating the web ways are not so easy. The eldar rangers found the portal to Mymmeria by chance. That is a very long time walking around in there since the fall. It is also not clear if the webways mimics the galacy or you can freely move the exists and entry points around at will.

As for humans destroying the gates, on many worlds they do not even know they are there. Also rangers often defend them if it gets critical?

I doubt Rangers can hold a gate on their own against Deathwatch kill-teams.

I thought the webways were like tunnels between realms of realspace and it like... "cuts" through the warp?

So long as the enemies of the Emperor still draw breath, there can be no peace.

Tiberius it is mutch better than that.

The black libary, Chomoraugh and suposebly the laughing god resides there.

The black libary is the secret libary of the harlequins.

Chomoraugh is a lot of sub realms in the webway linked up to one another. Imagine using the portal gun from portal, only you can make way many more doors. Now link many different buildings in one town together to get one big house. And now link this big house to other big houses and start include some green arias, space ports etc.

Some of the claw beasts from the beatsmaster entry are domesticated after they move around in the webway in certain arias.

The laughing god suposebly stil live and is at large in the webway.

In the backround fluff of the mymmeria book the eldar rangers find some new runes speaking or a long lost craftworld and with the help of some seers get it open and start diplomatic relations.

While I do not know if it is made out of steel, wraightbone, rainbow tiles or whatnot, I do imagine it is a lot like "the lost room". Walk in one place and get out another place.

Could be possible. I don't recall any immediate example in the fluff demonstrating it, though. It wouldn't surprise me if a psyker could sense some kind of "disturbance in the Warp", which turns out to be an Eldar Web-way Gate, but I'm not sure there's a "Detect Web-Way Gate" psychic discipline.
