Okay okay, I know another homebrew fandex, but give it a go. Tried to at least be fairly reasonable, overcost as opposed to undercost and not give too many new rules. Still a WIP so bear with me. Will be posting the word doc soon but the jist is:
1. All models have hatred: Chaos (Any units from C:CSM and C: D)
2. 0-1 limit on assault squads and vanguard vets. Vanguard cant use jump packs, Assault Squads get bolters at +1 point a model
3. All WS over 4 reduced by 1(AKA IC's lose 1 WS) and BS of IC's increased by +1. All models with more than 1 base attack lose 1 attack (so a cappy has 2, a sgt/vet has 1 ect) (EDIT: cleared up this section)
4. Captain gets the ability to get heavy/special weps
5. 0-1 Librarian limit and upped cost by 5, require terminator armor
6. all models cost increased by 2 pts, IC's by 5 (For Hatred)]
7. no assault termies (undercosted and OP anyway, don't think ill get too much gripe for that )
Not too many extra abilities aside from the cappy taking heavy/special weps
Fluff: Essentally their planet was overrun by chaos, they lost their 8th company and have fought chaos specifically for about 5k years, and have an increased armory heavy.special weps wise

The Space Marines of the Ice Drakes are a space-bound fleet, their homeworld long succumbed to the taint of chaos, the populous enslaved and slaughtered. The solitary 8th company remaining to oversee the planet was easily overrun. The majority of the chapter was questing around the Eye of Terror, assisting with the 5th black crusade. A warp rift opened on the planet, disgorging daemons all along the planet. The assault squads responded with as much force as they could, banishing thousands of the foul creatures and several Greater Daemons, but to no avail, they were all but destroyed. Upon returning from the defense of the Crusade, the company discovered the planets descent into chaos. Realizing the futility of trying to save the planet, the Chapter Master immediately ordered it bombed from orbit. Virus-bombs exploded across the face of the planet, cleansing it and destroying it. Ever since then the chapter has been on a never-ending crusade around the Eye, recruiting from planets as they go. Having lost over half their assault gear with the fall of the 8th, the company now boasts 2 Devastator reserve companies, and are peerless foes of ranged death. Having recruited from more forgeworlds than most other chapters, they boast more Techmarines and stronger bonds with the Adeptus Mechanicus than any save the Iron Hands chapter. As such they boast more artificers and weapon-smiths, able to maintain their wargear on higher standards than the average chapter. Having strong ties with many liberated forgeworlds, they are often resupplied, and as such they boast a larger number of heavy and special weapons, enough to hand out to the depleted PDF or Guard regiments to give them a fighting chance. Having quested thusly for centuries, the Ice Drakes are well versed in the fighting style of the many chaos warbands, able to counter their every move nigh-on flawlessly. This has won them renown by those fighting around the Eye, many guard regiments knowing that soon retribution is coming, and with it the roar of the Drake.

Due to their close proximity to the eye, the Ice Drakes chapter distrusts psykers, but they are not unwilling to use them. They go through rigorous conditioning, after which only the purist and strongest are deemed allowed refining their powers. They are always within terminator armor, so as to protect them from perils of the warp, as around the eye there is a much greater daemonic presence.

Eh, ballistic skill is a lot more valuable than weapon skill. practically speaking there is very little difference between having weapon skill 3 and weapon skill 4, but ballistic skill 5 is insane. If every marine in your army is hitting on a 2+ with their bolters, heavy / special weapons... that is just encouraging a rediculous gunline that wouldn't be any fun to play against.
Unless I read that wrong, having bs 5 across the board on all your marines is simply not appropriate, and would not be fun to play against.

That you did. Sgts have a 5, everything else stays a 4. (prob my fault due to sketchy wording-will change it) Now that you point it out though maybe not such a good idea after all.

If you want to keep the +1 BS, maybe make it only on HQ's and things? I feel like even BS 5 Sgts and things would be too good to be true.
Also, I like the use of Hatred not Preferred Enemy. Although it is a bit of a contradiction since Hatred only works in CC, and this army looks like it wants to stay out of CC as much as possible. However, it does make sense.

Yeah that's what I wound up doing, it did seem too OP in hindsight. As for hatred, I figured CSM get PE (VOTLW) for +5 ppm, didn't feel like paying 21 points per tactical marine so went with Hatred, as it helps patch up the weak point of the army, but only against the enemies they know and love (To kill ) and only marginally increased the cost.
