On Nimbosa, cramming as many guardsmen into troop carriers as possible.

I recently had the idea of making a horde army with a french revolution theme for 40k, and was wondering which plastic kits I should use to make a peasant swarm for the army. I've already looked at chaos cultists, but I didn't want to make my entire army out of them. Could anyone suggest a good plastic kit to start with?
