Definitely use an Army Painter blue spray if you can find the perfect color. It will save you a lot of time and even if you paint your guys to Golden Daemon level, you will find that they look the exact same as your opponent's poorly painted Sloppy Joe army once you're standing at a distance while playing.
If the AP blues are not the right shade for you as they weren't for me, you will likely have to prime in black or white depending on how bright you want the blue, or perhaps even in grey. After that the method is up to you.
Personally I prime white, base in a blue, wash with Nuln Oil black, re-do in blue to brighten up the model (other people use blue glazes for this part) but leave the edges shaded black, then stop there because I'm not good at highlighting.
