Essentially, brass etched are used to personalize models. They are a raised surface which adds a bit of texture to the models and will draw the eye towards the raised bits.
Generally, you'll prime and paint the etched brass components same as the model so you do not need to fiddle with the decals after you've sealed/painted the models.
Depending on the army, ive just stuck them straight onto the model then sealed it (like a decal) with ultramarines the brassy/gold really works out and theres no need to paint them

I can't recommend them enough. They're a little tough to use, the clipping, cleaning and filing takes longer than any other part of a model, but you can bend them into shape around whatever part you want to glue them to. Also, for some reason, glue seems to dry a lot quicker on the brass, so you need to be quick, but the end effect is brilliant.
