A far as historical naval gaming rule sets go, it is not complex. It isn't nearly as simplistic as the Axis and Allies: War At Sea rules, but it is a far cry from games like Harpoon or Seakreig. The rule set works best for gun duels between the big capital ships. Air and Submarine rules are included, but I've always felt they were sub-par and sort of tacked on as extras. Despite the shortcomings, it plays quick and you can play out a decent sized battle in a few hours. There's minimal charts or fiddly detail obsessive rules, so its great for more casual gaming.
For your online game, since you are going for an APP you may want to do turn based. Have each player input their orders then the game processes the turn simultaneously, so it would be a sort of cross between turn based and real-time.
Thanks for the thoughts, yeah I think the Turn based option is strong. The other option we were looking at was having "battle stances" Where you can set each each to act in a set way in order to be able to fgocus on certain areas of the battle. We haven't tried Axis and Allies War At Sea,though we are partial to the Europe and Pacific game, we do hope to put them together one day and play a huge one!
I think what you're aiming for is Birth of the federation. you ever play that? It was effective to input orders and then watch all the ships start attacking.
