If i have a general idea of what i am looking to be created as far as a custom chapter symbol but my abilities do not include casting or sculpting, are there any companies that make orders to fit?

H used shapeways to cast, so you might find on you like there.

Now I can work photoshop and just make decals but the 3d emblems just add so much more detail in my opinion.
