Background:

The Soul Reapers are a warband of tortured souls. Once they were a chapter of high esteem, followers of the Codex Astartes, defending humanity from threats across the galaxy, but they have become genocidal monsters.

In 999.M32, the Reapers as an entire chapter were called to war by the Inquisition. They, along with many millions of guradsmen were sent to assist the Grey Knights in purging a subsector of daemonic influence. The war lasted for almost a century, during which time the Reaper's souls had become torn, and their minds infected. From then on visions of every dark and depraved act that has ever, or will ever be committed by a mortal plagued them when they slept.
The visions drove the Reapers mad, at first they turned on themselves, each believing the other to have caused it. When that failed, they tried to kill themselves, realising what they were becoming, trying to save the Imperium one last time. Normally when a chapter falls from grace, it embarks upon a crusade against the most dangerous threat the Imperium is facing, in the hope of dying in battle, but such was the rate of corruption that the Reapers saw no other choice. They embarked upon a course for the nearest star, intending to destroy themselves quickly and completely.
To their eternal dismay, they found themselves in orbit around the star. Many times they tried, but they would always return. Every time they tried to kill themselves, it was as if time rewound itself to just before they attempted. The could not kill themselves.

Using their psychic might, they tried to discern the source of the visions. And they realised it came from all sentient living creatures. The visions granted them madness, and tortured them. They came to realise that if they kill all sentient creatures, the visions should end.
As they set themselves to the great task of genocide, they began to cry blood, almost as if to remind themselves and everyone around them of what they have become.

Some believe it to be the machinations of Tzeentch, others attribute it to their psychic powers connecting them to the warp. All the Soul Reapers know is that they must kill everything in the galaxy to end their suffering.

Structure:

Though the were a codex chapter, the Reapers changed their forces after their corruption. Battle losses caused them to lose most of their original armoury, and due to no longer being part of the Imperium, they could not get replacements for things like their Drop Pods or Land Speeders. However, the need to kill all life in the galaxy meant that they needed resupplying.
They could repair their equipment to a certain extent, and could replace their munitions with psychic energy if they must, but they needed to find replacements.
After a few decades, the Soul Reapers found their way into a warpstorm that was surrounding a forgeworld. The warpstorm had changed the planet into a daemonforge, where horrific creations were built to aid the servants of Chaos.

Maybe add a reason why they started to get these visions, like a certain battle against a Chaos warband or so, and also the reason why they didn't go on a crusade but tried to just kill themselves.

Planning on doing that, yes. Basically this was a thought that was flying through my head, and it needs expanding

They don't seem to have taken any losses or actually changed their organisational structure at all...
They also have a lot of hardware considering they apparently have problems resupplying...

I was thinking that myself....

Started by going with what the vanilla codex has for chapter structure, and wrote that. Bearing in mind they don't seem to be capable of dying yet, it could explain the number of marines thay have, but I agree that the number of vehicles they have is kinda inexcusable considering their situation...

I'd remove the not capable of dying thing...
It's... well kinda silly I guess. It makes them one of the most powerful beings around, even The Emperor was mortal to an extent.
It's good to keep in mind that even a single chapter of marines can cause an inordinate amount of damage for their numbers. People underestimate how much damage a company can do, let alone an entire chapter.

You have a point... I'll tone it down, but I'll keep some of that Tzeentchinan dickery...

You could make it so they are just really difficult to kill.
Admittedly that wouldn't stop suicide...

I could have it as them being protected on the battlefield by Tzeentch, and forced to be unable to commit suicide.
