One of the great things about our particular branch of the modelling hobby is that it's very forgiving on scale. It just has to look right. Nobody is probably going to care if you scrounged 1/35 scale parts or 1/48 as long as they look appropriate to the miniatures.
In general, you want walls to be about 1/3rd taller than your average miniature. Most doors are 7' and most interior walls are 8' tall. Most that is. If you want something grandiose, make it a little bigger. Also, with gaming models, you're often better off going a little too big than too small. That being said, if you made an average building like say, a supermarket, to scale then it would fill your whole table. So, it's got to look appropriate, but still be playable and store-able.
Here's a handy tip: If you were on an average sidewalk in San Francisco, the concrete slab you're standing on is almost the same dimensions as a square Warhammer base, if you were the miniature.
