In the history of the 40k universe who would of had the largest empire in terms of territory and military power? I personally think the triarch or possibly the eldar

Tyranids? They aren't an empire, they're a GIGANTORMOUS pack, divided in small packs. An Empire has laws, structure, money, police, y'know, that type of things. Tyranids are like birds, they flee where they could find what they need (biomass).

The Old Ones were far superior to the Eldar, they made the Webway after all. They were probably greater than the Necrontyr, it depends how you define greatness I suppose.

We can't really say who was bigger, as we have little relevant evidence of either the Necrontyr or the Eldar, and don't forget the Old Ones, the MADE the Eldar you know?

The IoM is said to be the biggest empire the galaxy has seen, but it is spread very thin.
The Eldar empire was highly concentrated around what is now the EoT, but at it's height probably contained more planets than the IoM does now.
The Necrontyr empire existed at the same time as the Old One empire, so whilst it was concentrated in certain areas, I don't think it was as big as the Eldar or IoM, but the armies were huge.

I think it's genuinely left vague as to who has/had the 'greatest' empire, they all have their own strengths and weaknesses, so that all of them sound amazing and without peer when described in the fluff.

I didn't say it had less worlds than the IoM, just that it was smaller. It covered less area.

The IoM is a pale reflection of the hegemony the Necrons held at their height, after that is probably the Eldar at their height. The old ones are also strong contenders for the title of single greatest empire.

well if you talk laws and stuff ( i know this will get loads of hate) but technicaly orks could be like the chineese empire a bunch of factions but realy all the same countrie speaking same language using same money and having the same laws (as in bigger you are more rights you have)

althugh i dont know much about the eldar and necron fluff so i might be very wrong
