I've used rubbing alcohol (70% isopropyl) to spot-strip models, before. Just load up a stiff brush, paint it over the area, and let it sit for a few seconds. Load up again and start scrubbing gently - may take a few rounds, depending on the thickness of the paint and how completely it has cured, but it usually does the trick. Haven't noticed any ill effects on clear plastic, thus far, but I haven't used in on a GW flyer base, specifically.
Simple green is also supposedly safe on clear plastics, but I'm not sure if that's also true of whatever equivalent you have access to in Sweden.
