Simply put, I have two lists. Which of the below do you all think is a better TAC 1500 pt. list?
HQ
Jetseer w/ singing spear
ELITES
6- Fire Dragons, Exarch w/ Fast shot, in a WS
TROOPS
10- Dire Avengers, Exarch w/ power maul and shimmer shield, in a WS
6- Windrider Guardians, 2 shuriken cannons
5- Rangers
FAST ATTACK

7- Swooping Hawks, Exarch w/ Sunrifle

3- Vaul's Wrath Support Battery, Shadow Weavers
3- War Walkers, dual Bright Lances on all

To be honest, I don't like the look of either. I think you're trying to play too many styles at once. You have Jetdar, Mechdar and bits of Wraithdar and Footdar scattered all throughout these lists.
I think you need to bring the list down to it's core element and consider what type of army you want to run. As a rule of thumb, Jet/Mech, Foot/Wraith and Wraith/Mech tend to mesh well together. Think about what you want to be able to do, whilst keeping the units you pick working in sync.

I used the second list today at a local tourney with a few modifications, and ended up taking first. I ended up dropping one Wraithlord and the Rangers, and added in a squad of 6 Dark Reapers with an Exarch. I dropped the Hawks to 6, and split my Jetbikes up into 2 separate 3 man scoring units.

I like the second list much more. I disagree with splitting your jetbikes up as they protect your seer, but hawks in a 6 man team no upgrades and no rangers is nice. Dark reapers are hit or miss, but if you got first they must have worked. What was your loadout for the reapers?

The most important rule of 40K-Page XVII of the 6th edition rulebook, the figure at the top right of the page. "Shake hands with your opponent and thank them for a good battle and fun experience." Then go out for a beer.

I was worried about splitting up the bikes as well, but I was concerned about my lack of troops. Luckily I was able to keep the seer out of harm's way the majority of the games, with the exception of nearly getting Multi-charged by Belial and 10 Termies game 1. Just dumb luck there.
I gave the Exarch an EML, Fast shot, and Night Vision. I agree on the hit or miss thing with them. My first game was against a nearly all-termie Deathwing list, and AP3 shots didn't do a whole lot for me there. They really showed their power in my last game against Dark Eldar, killing Ravagers, Raiders, and wiping a unit of Jetbikes. My opponent was less than pleased when he thought his nasty jetbikes that just turbo-boosted for 3+ jink save were going to beat face the next turn, only to have them erased from one volley of Starswarm missile fire.

I actually disagree with Iranna. Core elements don't have to be just a version of an army like Mechdar or Footdar, but rather actual units. How do they synergise? Certain parts of Eldar don't work too well but for the most part each unit complements each other. Your 2nd list forms a perfect intermittent army; Shadow Weavers for constant harassment, Windriders and Warp Spiders for the speed, Wave Serpents for the brutality, Wraithlords for the intimidation and powerhouse-support, while Swooping Hawks poke them in the eye. It's not bad.

@ Icy,
That's a pretty good synopsis for what I had in mind for the army I took. The only thing I'll add is the Wraithlord was essentially a Gun-lord who hovered around midfield at all times as a counter-assault unit in case I was foolish enough to let something get caught in close combat. Luckily I didn't, but he was a good bodyguard nonetheless.
