I'm very rapidly developing a vendetta against a buddy of mine that plays Space Wolves. I normally run Orks (Green Tide, around 1.5-1.8k points), and have recently acquired around 1100 points of CSM. However, nothing I seem to do helps in the slightest. The Orks get picked at from range as they make their approach, and when they finally get stuck in, their lower initiative gets half of them killed before striking, anyway. Thunderwolves and Canis rip everything to shreds, challenges completely invalidate my Power Klaws, my Battlewagon gets popped before being able to tank shock anything.

I fielded my CSM for the first time against him last night, thinking I could roast him to death with a Heldrake w/ Baleflamer, only for the fether to take Grimnar and nothing but Termies. Daemon Prince went down in a single round of shooting, Heldrake accomplished jack gak, Chaos Lord went down with no kills.

So what exactly am I missing, here? Everything I try he has a perfect counter for, and I'm seriously considering refusing to play his wolves after all the curbstomps I've been dealt. What's the best way to take out Wolves with Orks and/or CSM?

That was the first time he'd fielded an army under 1500, so he re-worked his list a bit.

Unless I'm doing math incorrectly, is should be pretty feasible to bury terminators with lootas and shoota boyz. As for the helldrake, there's always *something* to vector strike. Don't forget the nurgle lord and plague marines with plasma guns.

Stormboyz are your friend if he's got Long Fangs. Take Zagstruk and 10 or so boys. Drpp them in next to the Long Fangs. Smash Face.
Green Tide by itself will do pretty badly against Wolves. Bikers, fully mechanized, or gunline Orks would do a lot better since it sounds like he's not using drop pods.

Much as I would like to run a full bike or mechanized army, I don't have the money to sink into the models, and can't proxy those with what I've got. My list as it stands is Thraka, a KFF Mek, 2 Shoota Boyz mobs, a Gretchin mob, 12 Lootas, 3 Deffkoptas, 10 Nobz, and a Battlewagon,

Can you get some big gunz? Mankind are cheap and fairly useful in most situations. Consider getting a second battlewagon too, for (A) target saturation and (B) another one to put the shootas in.
And I would agree with Imotekh that you need to ask him to stop blatant list tailoring.
For CSM as has been said take nurgle lord then stock up on plaguemarines with plasma guns, then take helldrakes. A nurgle lord on bike + nurgle spawn works pretty well too.

Note to the reader: my username is not arrogance. No, my name is taken from the most excellent of commanders: Lord Castellan Creed, of the Imperial Guar- I mean Astra Militarum - who has a special rule known only as "Tactical Genius"... Although nowhere near as awesome as before, it now allows some cool stuff for the Guar- Astra Militarum - player. FEAR ME AND MY TWO WARLORD TRAITS.

Yep. Sounds like the guy is list-tailoring, which is a dick move! Don't tell him ahead of time whether you are bringing Orks or CSM and see how he does.
