I'm struggling to find an answer on this. It also begs the question, what came first, the actual tank design or its namesake?

I always thought the design came first (being an ancient STC) and it was either named in honour of him (like the Malcador, Valdor or Macharius) or because he found it.

The design definitely came first. It was named for Leman Russ, who may or may not have yet been a Space Wolf character and Primarch, and instead have been a standard human IG General.
