Does anybody know the rules for a blowgun in D&D 4e or where to find the rules?

You can use it with Sneak Attack, or put poison on it if an Assassin.

Random question, does the "load" stat even mean anything anymore? It seems kind of dumb if you can't actually use any power that makes multiple attacks if you're using any weapon other than a bow (or something else with a free action load).

The Blowgun is more of an Assassin (HoS version) Poison delivery system, which isn't really a multihit character. It can be used for Sneak Attack as well, but again, would be better suited to a Thief (Essentials Rogue) than a Rogue since they are more single hit oriented.
