So my FLGS is playing a campaign, which I am running! We're based loosely on the Crusade of Fire.
We're going to play a special event in a few weeks, and I'm working on some special rules. I want some feedback on the wording of the rule: anyone see any potential RAW problems? Did I forget anything?

Set up will be Good player vs Evil and Ugly alliance (AoC). Evil supplies the Warlord.

Good Team Special Objective:
Save the Innocents! On the battlefield are small bands of survivors, those citizens who were too slow or injured to escape this gruesome battle. As the force of order and good in the sector, it is your duty to escort these folk to safety. You will place three markers: one in your deployment zone, one in the enemy deployment zone, and one in no-man’s land. (Pennies or dimes will work well). You will also designate a piece of terrain in your deployment zone as the “dust-off”. Markers must be placed at least 12” away from the “dust-off” terrain.
These markers can be “picked up” at any point during the movement or shooting phase by a unit in base contact, or may be passed to another unit within 3”. A marker can be picked up or passed once per friendly player turn. A unit may collect any number of markers. Markers may embark with the escorting unit into a Transport, but each marker counts as Very Bulky for the purposes of transport capacity. Before a marker is initially picked up, enemy units have no effect on it—the civilians have hidden successfully thus far, and will continue to do so until help arrives.
Once the marker is collected, it needs to be moved to the “dust-off”. If a unit with a marker moves into base contact with the “dust-off” terrain during any phase, then the marker may be deposited in the “dust-off.” If an enemy unit moves into the piece of terrain and there is no friendly unit also in the piece of terrain, any markers in the terrain are removed from the board.
Your deposited markers will be safely collected at the end of Game Turn 5 and Game Turn 7. The markers in your deployment zone and the no-man’s land are worth 1CP each. The marker in the enemy deployment zone is worth 2CP.
These markers cannot be targeted in any way. If the marker gets in the way, simply move it to one side.
