Um im not too familiar with Space wolves but usually a ten man squad can take a special weapon or two, I am pretty sure the sergeant of that squad can take a powerfist, so in my imagination it is legal, oh and welcome to dakka

IIRC they can do 2 special weapons, a melee weapon (like a pfist) and then the wolfguard can have whatever weapons he wants (almost, like he can have a pfist too)

BUT for the grey hunters to have 2 special weapons they must be 10 man

Hi and Welcome.
With SW, you don't add the WG during list creation, so he doesn't count towards the number in the squad for the purposes of adding weapons.
If you want two special weapons, you need ten grey hunters.
