This is my homebrewed Chapter, the Death Angels, and their Guard Detachment, the 1st Polonian.

Death Angels Chapter

Former Homeworld: Utopia
Current Homeworld: Space Hulk 'Vengeance of Utopia'

Progenitor: Ultramarines

Colour Scheme: Black with red shoulder pads and a golden aquila

Chapter Symbol: A winged blade

Specialities: Combating Tyranids

Nemesis: Hive Fleet Manticore

Background: The Death Angels defended the realm of man against all comers with exemplar conduct of the Codex Astartes until they were almost annihilated when their homeworld of Utopia was assaulted by Hive Fleet Manticore. Despite repelling the Tyranids, Utopia was scarred and over half of the chapter was killed, including the entire Scout company. The Chapter swore vengeance and followed the retreating Hive Ships to the world of Polonia where, in a brutal shipboarding action, the majority of the fleet was destroyed.
Before fleeing, the Hive Fleet launched mycetic spores over Polonia in the hope of claiming the planet. The Polonians held their bastions against the horde until the Astartes arrived. The Space Marines recruited the surviving Polonian PDF and replaced the 10th company with them.

Talented guardsmen are selected at induction to become Space Marines whilst the others serve as the 10th company. The Chapter's recruitement rate is slow but can call upon a regiment of Guardsmen and 4 companies of avenging Death Angels.
Amongst these, the 8th Company, 'The Angels of Utopia', have earned the most renown by cleansing most of Polonia by targeting and elimanating Tyranid Synapse creatures, sending the forces arrayed against them in disarray. They have augmented their deadly speed by utilising ambush and stealth tactics to trap and surprise enemy forces, catching them unawares and on the back foot. This asset is invaluable in prolonged campaigns. It is thanks to the 8th Company and their commander, Captain Arminius, that Hive Fleet Manticore haven't taken critical worlds like Polonia and Syxator and they are a held in quiet awe by their fellow Battle Brothers. Due to Utopia's irreparable damage during the invasion, Chapter Master Varus decided to destroy their homeworld as a show of vengeance and sacrifice. Instead, they currently are based within a large Space Hulk fitted with basic weaponry and thrusters as well as a Warp Engine. However, some areas if the hulk have not yet been explored...

'C' company- 3 Veteran Squads
'D' company- Sentinel Squadron
Leman Russ Squadron
Colour scheme: Black fatigues and appropriately coloured armour
Specialities: Marksmanship, stealth, infiltration, drop assaults
Nemesis: Hive Fleet Manticore

Background: When Polonia was attacked by the remnants of Hive Fleet Manticore, the Polonian PDF was hastily mobilised to counter the threat. They occupied the maze of bunkers and bastions around the Polonian hives, prepared to hold them to the last man. By the time the Death Angels had wiped out the invaders, one bastion held out, it's defenders bone tired and running out of ammunition. Indeed, the guardsmen on the outer trenches had resorted to hand to hand combat after their lasguns ran out. In the aftermath, the Polonians were given an offer: to give their only regiment of PDF to the Death Angels to replace the loss of their 10th company and submit their best troops for Astartes training. The Polonians instantly accepted, immensly grateful of the Space Marines.

Ever since, the 1st Polonian regiment has acted in leiu of a Scout Company as reconnaissance troops. They have access to more training and wargear than their fellow regiments, none more so than the man-sized drop pods given to Veterans on special missions. Every squad has a dedicated Valkyrie or Vendetta transport. Wherever the 1st Polonian are, the Death Angels are sure to be close behind.

Living in a space hulk? Has the part they live in have a gellar field?
Most people will say that Astartes don't live on them as they randomly dip in and out the warp at a whim. Plus they normaly have other 'guests' aboard too.

I'm not saying flat out no, but if you want them on there you need to work a few more things into the fluff.

Elephant Graveyard

If you clear a space hulk out and properly refit it I imagine they would make a perfect space based HQ. It wouldn't dip in and out of the warp then either, I imagine one of the first things they would do is fix any systems that are damaged. The only real issue I see is them having guard regiments to call on, SM don't have permanent leadership positions over guard regiments. When they do it's part of a combined force and usually at the discretion of the commanding officer of the guard.

Thanks for the feedback, I think I did rush into the whole "Space Hulk HQ" thing too quickly.
Clarifications-
1. There is meant to be other things aboard the hulk, I think it would make some pretty cool scenarios and fluff battles.
2. Never thought about the Gellar Field, thanks for adding that! Let's assume that the surviving Techmarines repaired/took on on board with them.
3. Warp Engine and navigation was added in IIRC, so they won't be flitting in and out of reality.
4. The Polonians are too undermanned to be a functioning Regiment, so as a courtesy action and sign of the respect, the Astartes too them under their wing. A bit like the troops that serve the Space Wolves. If the Munitorum go asking, they don't really outrank Space Marines, so the Death Angels keep the guardsmen.

If the Space Hulk has parts that are unclaimed then maybe the SM could use them as training ground/trial by fire arena for new recruits.
The troops that serve the Space Wolves are dedicated serfs and auxiliaries; they were never guardsmen. Many SM chapters have similar units. The issue is having an Imperial Guard regiment, a unit under the purview of the Munitorum, under the permanent command of a SM chapter.
The rules put in place to prevent this happening were put into place to prevent a second Heresy. The last time such rules were circumvented the Badab War broke out...
You could however say the Munitorum placed the regiment under the strategic command of the chapter master for the foreseeable future citing inadequate supply chain and command elements to properly command the regiment...
