Ok so i, along with some other members of the community have been working on a modified ruleset for 40K.
Now, ignoring opinions on this system, we need help on how to make things more survivable against shooting, since we essentially took out a step preventing a wound from the process by combining armor and toughness into one Defense value, and dropping the AP system since distinct armor no longer exists. Any creative or outlandish solutions to this problem would be greatly appreciated.
Relevant changes for this post are increased values for troops to a degree ( For example a value of 4 in the old system is now a 5), the combining of armor and toughness into a single "Defense" Value. We also added a stealth stat that you roll against using your BS to determine ranged hits, and a mobility stat that determines your standard move distance, and the player turns have changed into a new unit-by-unit activation system. Cover saves have also changed, so light cover like smoke increases your stealth value, and hard cover increases both your stealth and defense values.
For Example, a space marine right now is
WS == 5
Dexterity == 4
BS == 5
Stealth == 4
Defense == 5
Wounds == 1
Strength == 5
Attacks == 1
Mobility == 6"
Any ideas would be great, no matter how crazy or out there it is.

Lol, yes we know all about grimdark, we're trying to stay distinctly seperate from that system, though there are some overlaps and similarities.

@Dakkamite glad to hear from you again, that was one solution we had, but it just didn't mesh well with everything else, and didn't really make sense when comparing it to the rest of the rules.
@chrisrawr If you're willing to hunt through it all, go read through the D10 conversion for 40k thread i opened, its gotten to page 10, so its quite the read, but thats going to be the best way to get a comprehensive view of the game. And yes, we have dropped the D10, its just more convenient for us to stick to that thread.
