What Colours am I limited to by the Lord of change? I'll decide on the shade just tell me a basic colour (e.g. Blue) and I'll do the rest.

You aren't limited to anything, he is the lord of change.

However typically, its vibrant colours. Blues, purples and pinks.

I like the color spectrum.
Red
Orange
Yellow
Green
Blue
Indigo
Violet.
I base my boys in white and then use the lightest color first towards the shoulders and then work the darker colors into the lighter. Ink the entire model, let it dry then hit the whole thing with white dry brush.
It gives them a spectrum look...almost tie died.
