Pro-tip: if you edit your list to make it more easy to read at a glance, rather than just copy/pasting from battlescribe, you're more likely to get replies.
At the moment I'm having trouble trying to decipher you Fast Attack section, as a result.

he's right and remove the extra points and only have Total squad points. also depending on what the BA player takes i think your mind shackles will be useless
I.E. when i play necrons i take a dante bomb and sanguinary as troops. they are fearless. im a little rusty on what mindshackle says but i believe being fearless makes them pass the check mindshackle makes you take. all of his infantry have the ability to become fearless so keep that in mind.

I can't see any flaws really - maybe a lack of variety but what you have chosen is fine.

Maybe try to add some transports/flyers. Transports because Necron warriors marching across the board may fall to some fire power.

Flyers because the doom scythe is cheese, but this is not necessary go for transports first

drop the phase shifter, both war scythes, and two warriors out of the squads and you might be able to add a night scythe. coming from experience, foot slogging warriors makes them really useless.
