Okay so here is a list using a lot of ideas running through my head. Not sure how valid it is, given I've yet to play it, but would to hear if someone has tried something similar. Without further adieu...
HQs: 535
-Daemon Prince, Daemon of Nurgle, Gift of Mutation, Spell Familar, Black Mace, Mastery Level 3 1Nurgle+ 2Biomancy, Wings, Power Armor = 365
-Chaos Lord, Power Fist, Lightining Claw, Chaos Bike, Sigil of Corruption, Mark of Nurgle = 170
Troops: 756
-5*Plague Marines, Champion with Power fist, 2*Meltaguns, Rhino with Havoc Launcher = 212
-5*Plague Marines, Champion with Power fist, 2*Plasmaguns, Rhino with Havoc Launcher = 222
-5*Plague Marines, Champion with Power fist, 2*Plasmaguns, Rhino with Havoc Launcher = 222

Total = 1750
The idea is to have everything start on table, with the DP and what else can behind LOS blocking terrain, minus cultists who will stay in reserves. My first turn zoom up as fast as possible toward appropriate targets, pop smoke with vehicles attack as needed. Turn two unleash the pain by getting the DP stuck in and the Plagues_Rhinos opening up on enemy squads while Vindi takes on 2+armor or Vehicles as best it can. Any thoughts, ideas, suggestions, advice, etc are welcome. Heck I'll even take constructive criticism.

Crazy amount invested in the DP! Awesome?
Lots of extras you possibly don't need. Most of the power fist spring to mind, as do some of the levels on the DP and its mark.
Not enough boots on the ground or in rhinos for my liking. Plague marine gun boats are very expensive, and plague marines dies almost as easy as normal marines when they run into plama and melta spam. Apart from vector striking other flyers you don't have many options against them.
I do like it but it is missing something. Can not put my finger on what it is.

The DP goal with the powers is to get Iron Arm, but one of his powers must be roiled on his God's table, and he must become aligned. Therefore I need him at all three to give best chances. In additon the spell familiar is indispensable. Failing roles like this is a waste of too much. The only thing really optional is Gift, but I feel that there isn't anything better to spend it on. As you mention though the fists on the sargents might be excessive. Your points on count are valid, but I'm not sure how to get around that in chaos. Flyers aren't a major problem in my area, but I know appropriate counters when I wish for them. (ie allies in Daemons, more then likely, or IG)
