So here is my idea for a list tell me what you think, I know it's not te best because it's just me adding up what I have. Though if you idea of tactics that will work for it, give it a go.

Company Command Squad w/
Bodyguard x2
Master of the Ordnance
Company Commander w/ plasma pistol, melta bombs, and Power Sword
Camo cloaks, carapace armor, regimental banner, vox caster, medic, and Sniper

Elite
Marbo

Troops
Vet w/ Harker, flamer x2, heavy flamer, forward senteries
Vet w/ plasma gun, sniper, and melta, forward sentries
Platoon w/
Infantry squad - melta bombs, grenade launcher, commissar, plasma pistol, power Sword
Infantry squad - flamer, vox caster, bolt pistol
Infantry squad - flamer, plasma pistol, power weapon
Platoon Command squad - heavy flamer, commissar, plasma pistol, bolt pistol, power fist, power weapon, vox caster

This list will be shot down before you do any damage. Any kind of long range shooting will cut the head off of your army and when the company command is gone and your squads get charged it will crumble. This is just thinking how I play my da I would be looking at what you have on the table and have already won the game.

Are you taking into fact of cover saves?

namiel is right, this list lacks a lot of decent range. It looks like you only have two weapons, the sniper and the master of ordinance, with over 24" range.

I would drop the bodyguards and medic and use the extra points to pick up las cannons or auto cannons for the IS squads. You definitely have a decent amount within 24" though, between the flashlights and the multiple flamers and CC weapons.

In my regular dark angels tac list at 1000 points I have 2 ten man squads in rhinos, 2 five man squads with a heavy weapon, 4 missile dev squad, an autocannon/hb pred, vindicator, and a Libby giving rerolls to the dev squad. This is just a basic list I run for all comers at 1k. Even if you were able to close the gap at a decent pace your squads would take a beating first, even with cover saves. Then once you were in 24" my shots quadruple adding bolter fire. Then even my mobile squads even at half strength I wouldn't fear charging your infantry squads.
