SKAVEN
One of the main reasons I like DE is for assasins, skaven have them too though I'm less sold on another horde army If all you have is IoB please don't bother, it's not enough stuff & it's mostly stuff I don't want.

Knights only, I use them as bloodknights because I don't want to spend $100+ for 5 models and I think the chaos knights look better.
