Firstly there are a few things wrong with you list.

Get rid of the individual prices for items, otherwise GW will find you and kill you.

Secondly, you can't have 2 of the black mace, it is a unique weapon so there can only be one per army. I'd recommend keeping it on the daemon prince. Change the Lord's weapon to a power claw or power weapon.

Also, when you have a unit the entire unit needs to have a mark of chaos. So all three Obliterators need to have the same mark on them.

ill change the black mace on the chaos lord thanks for that. the obliterators are three separate units. the points i have free i might just give them all three mark of nurgle

Deploy second!

Set up everything well away from the centre so in the first few turns you are only taking on a small portion of their force. Their quickness will then be wasted on re-deploying or escaping.

You don't have many decent ranged weapons so theobliterators ought to start on the board to give you rhinos a bit of covering fire as they rush.

The lord needs to go with the cultists to keep them in the fight. Rush them across and into a flank so you well and truely outnumber wht you are up against.

Lose the Plasma pistols on the Champions. Waste of points and if it Gets Hot!, you lose one very expensive PF model.

Consider streamlining your Plague Marine squads to a role. Dual Plasma or dual Melta per squad, not a combination as it reduces your efficiency in shooting. The consensus seems to be that 7 man squads work best and are also fluffy.

Consider giving your Lord a Sigil of Corruption for a 4++, and perhaps a Bike for mobility. Some people prefer a LC and PF combo, others a Burning Brand for the S4 AP3 template.

Good luck against Eldar!

I like to run 5 Man Plagues with either melta or Plasma in Rhinos Seems to work well for me and super cheap on points, Nurgle Bikes are always great but i see alot of str 6 weapons on eldar.

Looks like a good start, though since your obliterators are separate units I would definetely give them mark of nurgle so they can't be insta-killed by a lucky bright lance shot on turn 1.

Personally I like to bring a barebones Lord with the 30 cultists and give him the murder sword. It's a cheap 2nd hq that your opponent will have to either kite around or lose his warlord to you in combat when you get to him. You can still give him Mark of Nurgle to unlock the plague marines but since he is in the Cultist squad he will still be T4 because of the majority toughness of that unit.

Is this list a decent competitor list? I face an eldar wave serpant spam and necron annilation barge and wraith spam. Would this list be able to stand againt these lists?
