I'm trying to put green stuff on a 60mm round base. Should I wait for it to harden before gluing it to the base? Also, if I'm trying to glue green stuff on a plastic model, should I use regular plastic glue or super glue?

Green stuff is an two part epoxy adhesive all on its own.
Unless you let it completely dry first, you don't need to glue it.
If you find that you do need to glue it for some reason, plastic glue will not work (because its not plastic) but super glue would.
