Is the Forge World pdf for the Chaos Renegade Milita rules official or are those just experimental rules? Will I have to buy a Siege of Vraks book to get the full, approved rules for this faction ( and if so which one )?

They are a Forgeworld list, meaning they are legal unless ruled out of the game.
Yeah, you'll need to acquire a copy of those rules to use the faction. The only legal way to do this is to head down to a GW and hand over your shekels
