It's my understanding, at least, that gloss varnish over normal matte/satin acrylic paint is more common. Since the armor of Space Marines covers so much of the model, it's generally fastest/easiest to paint the whole model in the color of its armor, then go back in and hit the details. Gloss paints don't take well to being painted over (no tooth for the subsequent layers to grip), which makes using that method impractical. Glossing over a coat of normal paint gives the same final effect, without precluding additional detailing, hence the general preference. I'm sure straight gloss has been done, of course, but the method is either quite uncommon or doesn't get much exposure.
