I'm curious if there is any way to make or paint on your own shoulder pad transfers?
( like the space marine icons )
Do any other companies sell these?
Or is there any known strategies out there to paint or do your own?
Say I wanted a paw for example? Sort of like the fist the imperial fists use.
Is there any way to model this out?
Or just any unique transfers that no one else's army will have.

Try googling for custom model decal companies. As for secrets to paint the symbol?
A steady hand and a sketch ahead of time of what you want to paint. Depending on how good you are at freehand will give you relevant results.

Also, break the symbol into simple shapes.
For example, dark angels' winged sword can be started with a half circle, then you "delete" a little circle in the top centre... Etc.

Well, bracing both arms using chair armrests or desk/table surface... or even yourown knees helps you getting steady. Also, practicing a bit with paper and pencil helps.

Painting on:
1) Planning: Take symbol jpg, bring into paint program, try circles and squares until you figure out the "simple shapes" needed to make the symbol.
2) Get a nice sharp pencil and sketch on the shapes.
3) Paint lightest to darkest.
4) Surprising trick to steady painting: I was big on the bracing on chair arms and table as well but holding to your chest and actually leaning back works. Your back will love you, breathing causes less trouble than you think, it is worth considering since I can paint twice as long without strain.
Transfers:
1)There are so many good ones out there that it is not a big deal to order them.
2) You can get transfer paper so you can print your own. I would suggest still getting it printed with a proper color laser printer rather than ink jet: the ink jet may run off.
