So my plan is to make a 2 layer gaming table so that there would be more movement and shape to my games.

Bottom layer is going to be pipes and sewers and generators. however i am unsure as to what the top layer might be yet.
and i am also unsure as what materials and things to use to construct the terrain and buildings.

any suggestions will be welcome.

Insulation foam for terrain and buildings and foamcore is good for buildings too, on MDF board for your bases. The 2 layer thing would be cool but complex if you wanted to do it well. Good luck I'd love to see that!

Yes, it should not be difficult to make two levels using MDF planks, and cut the top layer into sections that can be removed to allow easy access to the underground without moving the whole table.

The weight could get pretty bad, so maybe use thinner material for the top layer.

A cityscape is the obvious thing. You could put in a tube system as well as major and minor sewers, underground car park and so on.

If you wanted something more open on top, a kind of industrial base could feature towers, tanks and power stations, with major conduits, piping and silos underground.

Another idea would be a mine, which would let you make a very complex underground with some buildings and hills (slag heaps) on top.
