Electo Leap on Storm Lances states that lightning can leap to the nearest model within 4" if it hits and enemy model.
My question is: Does the enemy model hit still take normal weapon damage and then the electo leap happens, or is the pow 10 hit a substitution for the regular attack?

You get both damage rolls. You hit the model you targeted with your attack which takes a damage roll for the weapon and then a different model takes the electro leap hit.
