And wondered what are good tactics for facing steel phanlanx list with vanilla infinity army lists, specifically PanO and Haqqislam.

Not so much tactics, as that can depend on a lot of other things, but equipment you would probably want to include in a list would be MSV2 or 3 and plenty of flame/ template weapons. Most of the stuff in the steel phalanx has either ODD or smoke (or both!) so MSV 2 will help with shooting modifiers and direct template weapons will ignore the ODD (and if its fire ammo will burn off the ODD). Pan O and haqq have decent access to both of those. Templates are also good as you will potentially be facing multiple link teams due to the enomotarchos rule so things like mines can be handy to target whole link teams. Also for haqq some viral weapons would be good (viral mines even!) as a lot of the steel phalanx has NWI so viral ammo has a better chance of killing them than regular ammo.
