I am going to enter a 1000 pt random team tournament with no allies allowed.

HQ
Lord Commissar
-Power fist
-Plasma pistol

LR Vanquisher
Manticore

I am focusing mostly on support, the main stratgey is to keep the manticore in the back and shell targets of importance while the LR's move up and take out important targets. I plan to use the vets to guard the tanks and the manticore and try and seize objectives if I need to.
I brought the Storm Troopers for a little flexabilty since they can outflank, infiltrate or deep strike so I can adapt them to fit my teammate and the other team. I expect to see SM, GK, Tau, Eldar, and possible Necrons
I was thinking of dropping the Storm Troopers for Pask and then possibly handing out some other wargear.
Any advice would be very welcome, I am a little limited on what I have, I don't have access to any fliers

The Lord Commissar really just does suck at the end of the day, he's a complete rip off compared to an Inquisitor from Codex Inquisition plonked in (though sadly it can't satisfy the minimum HQ limit) and he's neither particularly effective at close combat or beneficial in making that one squad unbreakable against shooting. In CC, the sheer number of casualties is going to be punishing against the LD roll, re-roll or not.

Your current one costs about as much as a CCS with 3 plasma guns, plasma pistol and vox caster. Ditch the Storm Troopers, that unit is worthless at tackling anything (about 2 dead MEQ at a stretch in rapid fire range) and doesn't even score, so it has no place in any list. Use the points to give that CCS a Chimera and the other two Vet Squads vox casters, so potentially game losing retreats can be avoided with "get back in the fight" issued with re-rolls.

Neither the Demolisher nor the Vanquisher are particularly great in the current overall meta, but the Vanquisher barebones is garbage. At BS3 you can't rely on it to do anything, and its extremely cost inefficient.

Dropping the Commissar and the Storm Trooper Squad sounds like a good idea, will probably do that. Orders do help a lot and the Commissar didn't really do anything in my test games.

What tanks would people suggest to replace the two LR's I thought about using, would basic LR's work better?

What should I use for AV 14, or should I let my random teammate focus on things like that?

Executioners are probably the most competitive of all the LR variants in the current meta, but fitting two of them into your list could prove difficult unless you scrapped the Manticore, though I'm not entirely confident that's a good idea; it mostly comes down to how effective at dislodging infantry your partner's list is going to be,but as I understand it you won't know until the day which is a bummer. In order to keep a TAC list I'd keep it and take 1-2 Leman Russ Eradicators/Demolishers. The Eradicator will further increase your ability to dislodge light infantry significantly (kill Firewarriors, no saves of any kind, on the other side of the board in droves on 2's for profit) and the Demolisher has the versatility of being able to have a go at tackling armour, contributing high strength AP2 and being a weapon that strikes the fear of the Emperor into your opponent.

For anti-AV14, time honoured melta Vets are a reasonable bet, Vendettas are decent supporting anti-AV14 and honestly one would solve any problem with flyers which I missed in my last post, but you do appear to have. The only other real thing I can think of is if you go back to taking the Stormies, but this time taking 2x Meltas +/- a plasma pistol as well- its a one job, expendable unit that can reliably kill any tank you encounter and failing that put on some, if not many wounds on MC's.
