Is it legal to sell models meant for a game that haven't been made by the company that makes the game? For example, before the new tyranid codex, could you sell the flying parasite injecting thing? What restrictions would you have to abide by- for example, generic naming?

The practical reality, currently, is that if you make such a model and put it on Shapeways, GWS probably* won't come after you, but if they send a C&D to Shapeways (and they very well might), Shapeways will take the path of least resistance and take it down even if legally you are in the right because it is less of a hassle for them.

*Your mileage may vary.
