Alright, this is more of a thought experiment army list more than anything but I just wanted to put thus out there.

4 - Librarians w/PFG

4 - Tac Squads w/melta gun

4 - Razorbacks w/TL Lascannon

6 - Dev Squads w/4 Lascannons

1- ADL w/quad gun

Basically set them up in a gun line with the liby's providing invuln and prescience to as many dev squads as possible. The razorsbacks can rush out to meet any serious AV threat. I'd more like to see the look on my opponent's face when deploying this. Goofy I know but any thoughts.

I'd say get a bit more anti air.
