Well you have plenty for a 1000 point list, that's for sure. Here's some advice on building a list with what you got:
Cultists are good for what they are, cheap fodder. Keep em cheap, use em to claim objectives, all upgrades are pretty much unnecessary.
Regular CSM are pretty expensive for what they are (MEQ) but you can take two special weapons in a squad of ten, put them in a rhino and get good use of them. Two plasma guns would be my.preference but I've seen doubles of all three special weapon used to good effect.
1k sons are definitely too expensive for what they do. If you want to build a fluffy Tzeentch/1k sons list, go right ahead but in the same vein as BA, don't expect to be that competitive with that few of models. (because of how many points they cost, not because of how much money they cost obviously)
Berzerkers can work in a Land Raider, especially if you bring a Khorne Lord to make them troops and tote the Axe of Blind Fury into combat. But if you try them any way else you're just fighting the nature of 6th edition which is not geared toward Assault. The Helbrute suffers from the same dilemma but has absolutely no delivery system, instead of only having one.
Warp Talons are pretty useless considering their awesome special rule that makes them kick ass on the turn they come in is cancelled out by the fact they can't attack on the turn they come in. If you have the bits to turn them into Raptors (preferably with two melta guns) do so. They will serve you much better.
Chosen are great as long as you gear them up for shooting and not for close combat
Possessed are... No. Just no.
Rhinos are pretty much the same as cultists. Cheap. Keep em cheap. Use em for what they are, mobility.
Here's a 1000 pt list that I came up with using only what you have:
HQ
Terminator Sorceror, MoT, The Burning Brand, Spell Familiar, ML3
Troops:
10 CSM, 2 plasma guns, Rhino
15 Thousand Sons
20 cultists
Fast Attack
5 Chaos Raptors with 2x melta guns
That leaves you with 15 points to play with. You can upgrade someone's weapon, buy an icon of flame or Improve your Warlord's Invuln save by one with the Aura. It's up to you. This list has two harassment units, a brick for holding midfield and a squishy backfield objective holder. It should hold alright. You're not going to win any tournaments with it though.
